Grass - Blue Oat The Grass 'Blue Oat Grass', Helictotrichon sempervirens , is more enduring than blue fescues. The clear blue summer foliage echoes with dwarf blue spruce and blue junipers. The blades are upright and divergent. The handsome flowers resembling one-sided oat panicles appear in June and grow 1-2 feet above the leaves. Great in flowering borders and rock gardens.
